The devil's in the details. Not all strategic defeats are made equal. Germany was also strategically defeated in World War II, but the consequences it suffered were on a vastly different scale than the US now. Some strategic defeats change the global balance of power. Others change very little. This war underscored Iranian control over the Strait of Hormuz, so therefore could be said to have slightly altered the regional balance of power, though with significant qualifications, as the idea of Greater Israel is now on a roll with the inevitable annexation of Southern Lebanon. Does any of that make Iran a Great Power? Doubtful.

The conclusion that Iran is a great power follows immediately from the fact that this is a strategic defeat for the US. This is the test that has always counted in the entire history of Western statecraft. Debating this test is just special pleading.
