It doesn't sound strange to me. We're just trained to think Russia is bad. The most intelligent interviews I have heard in the past year came from spokespeople from Russia and also China. Certainly not the US. I am not the least bit enthralled or under any delusions about the government of the country in which I live. Sad to say.
