The mechanism here is purely financial and thermal. An Nvidia H100 GPU costs tens of thousands of dollars in the open market because Nvidia charges a gross margin exceeding 70% on its product. Google, by manufacturing the TPU, pays only the cost of design and foundry. This means Google can deploy processing capacity for a fraction of the capital cost incurred by its rivals.
