The truth is stranger than fiction. The focus on waiting for a complete picture to develop is occurring with the shrinking battlefield decision-making process. Drones and cyberspace communications are behind those trends.

A platoon commander is waiting to deliver an order because he feels he needs more information about the enemy to properly sequence his scheme of maneuver. He does not assess the battlefield because he has been conditioned to wait for perfect information. A squad leader is waiting for the air panel signalling that an adjacent unit has set the conditions necessary to continue the assault.
