“I think a more accurate claim is that policing culture in the US is impacted by its legacy of slavery. And that the US apparently has much larger police forces than other western democracies is because of policing slavery made necessary.”

What? If anything, the US is severely under-policed compared to other Western democracies. and given how violent it is.
