This is important. Relatively subtle (relatively!) pressure from Washington regarding Canadian defence spending. Currently free of any direct suggestion that U.S. forces should be stationed in Canada if Washington concludes Canada cannot defend its territory — always a worry and implicit threat during the Cold War.

Note the obvious logical hurdles in calling on a state to spend more on defence while also directly seeking to weaken its economy.
