In the free world, adults should not be FORCED to do anything except for the bare minimum required for the society to exist (obey the law, pay taxes, etc). What you propose is a communist, authoritarian and illiberal solution. It’s different with children though, and this is why I support mandatory public schools and no homeschooling.

That being said, I am all for creating incentives for social interactions that will make people voluntarily choose to participate in communities. Sadly, in case of office work, the incentives for people other than young women apparently aren’t there.
