“There is more or less an accepted view that diplomacy will really not work until Trump has fully internalized and accepted that he doesn't have military options,” Trita Parsi, vice president of the Quincy Institute, a Washington-based think-tank advocating US military restraint, said of an emerging consensus among top officials in Tehran.
Washington’s lack of objection to the bilateral nature of the Iran-Oman talks suggests the Trump administration has effectively already conceded that coastal states will determine Hormuz’s future.
“The Iranians understand that they're going to have to share control,” Parsi told Al-Monitor. “What I think is crucial for [Iran] is that whatever level of control they have or don't have does not deprive them of the ability of closing the strait if they are attacked again,” he said.
