Obviously, there are lots of positive things in your proposals here. One place I would have a small objection is the idea that the public sector be reformed first. That has worked spectacularly poorly in unionization. Police and fireman's unions, for example, have had no problem helping to repress public sector unions. I don't think government workers should have any benefit that everybody else doesn't already have. They need to have incentives to improve everyone else's lives, otherwise they will quickly settle for just having something no one else gets.
