After viewing this enhanced version of the ICE shooting in Minneapolis where a woman was killed, I’m convinced the ICE agent murdered her and he was never in “fear” for his life.

He fires three shots — the first one when she was accelerating, but he was already somewhat to the side of her vehicle and her wheels were turned away from him.

He then fires two more shots into the side of the vehicle through her side window — he was clearly out of danger at that point.

But here’s the most disturbing part: at the beginning, you can see him draw his gun BEFORE SHE ACCELERATES and then he fires. If he truly thought he was in danger, he would have jumped out of the way first instead of drawing his weapon while standing in front of the vehicle.
