You can ALMOST justify pharma company execs going along with an unproven technology given the pressure from governments to rapidly produce a vaccine. I say almost, because that excuse fails once the vaccine is out, and becomes known to be having these monumental side effects. At that point they should have called time-out and told people the vaccines just weren't ready yet. But they chose instead to make their government indemnified insane profits.

As for "apparatchiks like Fauci"..... Fauci has been behind funding research, and taking of royalties from government sponsored programs on vaccine development that were absolute poison and ended up killing people by the tens of thousands (mostly in Africa) .... over and over again (it's what he does) for the past half century. Fauci essentially invented the 'experimental vaccine test on human populations with approval whether they worked or not' paradigm, and has continually grown the development of the paradigm right up to today. He hit the big time with the Covid virus release. He is responsible for the deaths of millions (when you include Covid..... he funded the gain-of-function research at the Wuhan lab) over the past fifty years, solely for the personal accumulation of money and power.
