There was a huge scandal in 1870 when it was discovered that Margaret Waters of Brixton had a house full of slowly starving, sedated babies. She’d taken money from illegitimate mothers with the promise that she would find foster parents for their unwanted babies. Instead she dosed them with opium to keep them quiet and left them to die.
