Deloitte asked 200 North American CFOs at billion-dollar companies about AI governance. 96% said they're confident in their framework. In the same survey, 93% already run AI across core operations, only 19% could say who actually owns governance, and 59% admit they can't balance shipping AI fast with controlling the risk. Confidence that high, this early, usually means "governed" has quietly come to mean "we approved a policy". If nobody owns it and nobody tests the controls, you don't have governance, you have a document.
