UPDATE — THE PRICE OF THE HOUSING BILL

The bill is about housing in the same way a getaway car is about upholstery.

This morning, one hour before a scheduled signing ceremony at the Capitol, Trump posted to Truth Social that he would not sign the 21st Century ROAD to Housing Act until Congress passes the SAVE America Act — a voter registration bill Senate Republicans say does not have the votes.

The same bill that passed 85 to 5 in the Senate and 358 to 32 in the House. The same bill that carried, buried in its final pages, the provision blocking the Federal Reserve from issuing a public digital dollar until 2030 while leaving the private stablecoin lane explicitly open. The bill this piece identified as the vehicle that made USD1’s operating lane a matter of federal statute.

That bill is now also the lever for election law.

The policy need is real. People need housing. The bill passed because of that need, on a bipartisan margin that almost never happens anymore. By the time it reached the desk it had already been used to move the digital dollar question. Before the ink could dry it became the price of a voting bill.

The vehicle is the same. The cargo depends on what needs moving.
