I submit that they knew what they were doing. I submit that they discovered the less expensive process first and found that the results where horrendous. I submit that the folks who are pulling the strings saw an opportunity to reduce world population after the more expensive and less deadly "process 1" was discovered. I submit that they weaponized "process 2" vaccines to achieve their bloodthirsty dream of a world without "useless eaters" in it, especially us "uppity" ones.
