Before reading the rest of this, I want to register this bit:

My intuition straightforwardly disagreed with this on first read! It is a good thing to add five billion more people with slightly less constant excruciating suffering to hell, conditional on hell being the universe you start with. It is not a good thing to add them to non-hell, for instance such as by adding them to the world we currently live in.
