Tell NOAA ā absent a ban on geoengineering ā that its policy should discourage research, field experiments, and deployment of any weather modification or climate intervention technologies without the informed consent of the American people.

Summary:
Solar Radiation Modification (SRM) is a form of climate intervention known as solar geoengineeringāi.e., manipulating the amount of sunlight reaching the earth in order to cool the planet.
NOAA is soliciting public comments (due by 11/19/24) on whether it should amend its reporting regulations to apply to private SRM activities.
The rules amendment would normalize geoengineering by allowing individuals who want to inject chemicals into the stratosphere to simply fill out a form and report the activities to NOAA.
ICAN states (and we agree): We donāt need regulation of geoengineering (thereby allowing it). Instead, we need an outright ban at the federal level.
Until a ban exists, NOAA should implement policies discouraging research, field experiments, and deployment of SRM.
Whatās Wrong with SRM?
SRM technology may come at great cost to our weather, agriculture, natural ecosystems, and human health. SRM researchers describe potentially catastrophic risks to SRM deployment, including drought, flooding, disruption of the monsoon cycle, air pollution, temperature extremes, acid rain, food shortages, ozone layer depletion, diminution of solar power, and geopolitical conflict. Some believe SRM also may contribute to our increasing wildfires. Weather and climate are complex systems and meddling with them can produce unintended (or harmful) side effects.
