Actually, reading the above, I am not even sure that the public health officials know what number of CT are being used as they are ‘proprietary’ and ‘not disclosed by the manufacturer’. So basically, the test results were being ‘read’ by people who didn’t understand what was going on and weren’t forceful enough to say, ‘give me the data or your product will be decertified for use in our jurisdiction’. I think you nailed it, with the possible addition of "The folks above me (in state gov or DC) said we have to accept this, so I guess I have to, but I don't want to admit that I don't know anything about how it is supposed to work." I suspect it was made very clear that asking for the product data was asking for an end to your career.
During a public health emergency you would expect the public health officials to show more honor and sense of duty to the public. Even under duress you would expect them to find methods of resistance, obstruction, non-compliance, feigned incompetence, etc. to get the word out.
Possibly, but I suspect the modal examples are just amazingly incompetent, and do whatever their bosses say. Those bosses are probably effectively in the pocket of the pharma companies, however, and so yea, they are probably entirely indifferent to whether or not some act makes public health better or worse, and act in ways that make it worse.
